  On June 11th, Premier Li Keqiang presided over a State Council executive meeting to implement targeted regulation, focus on addressing both symptoms and root causes, promote economic optimization and upgrading, deploy the construction of a comprehensive three-dimensional transportation corridor to build the Yangtze River Economic Belt, and discuss and pass the "Medium - and Long Term Plan for the Development of the Logistics Industry". The meeting decided to simplify and merge the specific general taxpayer collection rates for value-added tax, and reduce the burden on enterprises, in accordance with the requirements of overall stable growth, promoting reform, adjusting structure, and benefiting people's livelihood.
  The meeting believes that leveraging the unique advantages of the Golden Waterway and building the Yangtze River Economic Belt is a major strategic measure for China's regional coordinated development and opening up to the outside world in the new era, promoting development towards a mid to high end level. It can not only promote the gradient of economic development from east to west, but also create a new driving force for development that directly affects more than one-fifth of the country's territory and nearly 600 million people, promote poverty alleviation and wealth creation in poverty-stricken areas, and narrow the gap between east, west, and central regions; It can also optimize the economic structure, form strategic interaction with the Silk Road Economic Belt, create new economic support belts and open cooperation platforms with global influence. The meeting emphasized that in building the Yangtze River Economic Belt, attention should be paid to leveraging the advantages of large water transport capacity, low cost, and energy and land conservation, and to promoting the construction of comprehensive three-dimensional transportation corridors. One is to accelerate the implementation of major waterway dredging and rectification projects, eliminate traffic bottlenecks, expand the capacity of the Three Gorges Dam hub and the main river crossing capacity, and enhance the function of the Yangtze River's golden waterway. The second is to build fast and high-capacity railway channels, high-grade and widely covered highway networks, and aviation networks, strengthen the connection between various transportation modes and port areas, improve oil and gas transportation channels and reserve systems, vigorously develop river sea intermodal transportation, direct trunk and branch lines, and multimodal transportation such as iron, air, rail, and water transportation. The third is to promote the standardization of inland waterway ship types, research and promote the Three Gorges ship type and river sea direct ship type, and encourage the development of energy-saving and environmentally friendly ships. The meeting requires special attention to the combination of development and environment, and to effectively strengthen and improve the protection and governance of the ecological environment of the Yangtze River in promoting the construction of comprehensive three-dimensional transportation corridors. Reform and innovate the regional coordinated development system and mechanism, break the "gateway" of administrative divisions, focus on the overall situation and coordinate the "landing", promote the formation of a unified open market system through infrastructure co construction and sharing, and let the Yangtze River, as a giant dragon, drive the economy and people's lives in the basin to take off step by step.
  The meeting pointed out that the logistics industry is a composite service industry that integrates transportation, warehousing, freight forwarding, information and other industries. It is a necessary condition for the development of the market economy and has a fundamental and strategic role. The meeting passed the "Medium - and Long Term Plan for the Development of the Logistics Industry", which identified 12 key projects including agricultural product logistics, manufacturing logistics and supply chain management, and renewable resource recycling logistics. It proposed to establish a modern logistics service system by 2020, improve the standardization, informatization, intelligence, and intensification level of the logistics industry, and enhance the overall operational efficiency and benefits of the economy. The meeting emphasized that the current construction of a modern logistics system should highlight key points. We must focus on reducing logistics costs. Accelerate the reform of logistics management system, break down fragmentation and regional blockades, strengthen market supervision, clean up and rectify various "wild geese pulling feathers" behaviors such as arbitrary charges and fines, and form a cross regional channel with smooth flow of goods and convenient economy. Secondly, we need to promote the scaling up of logistics enterprises. Promote streamlining administration and delegating power, support mergers and acquisitions, improve support policies for land, investment and financing, taxation, etc., cultivate and develop large modern logistics enterprises, and form a good trend of common development of large and small logistics enterprises. We need to improve logistics infrastructure, enhance transportation networks, improve urban traffic management for logistics distribution vehicles, accelerate the resolution of prominent bottleneck problems, improve the comprehensive capacity of the logistics system, serve and connect millions of enterprises, and facilitate and enrich the colorful lives of the general public.
  The meeting pointed out that standardizing the tax system and ensuring fair tax burden are conducive to creating a favorable development environment, stimulating market vitality and endogenous power, and have positive significance for stabilizing growth and ensuring employment. The meeting decided to merge the value-added tax rates of 6%, 5%, 4%, and 3% applicable to specific general taxpayers such as tap water and small-scale hydropower into one level from July 1, 2014, and implement a unified 3% tax rate according to the current simplified tax calculation method. We will reduce the tax burden of related enterprises by about 24 billion yuan annually.
